This location is certainly a mosque. The Holy Quran describes the responsibility of a Muslim toward mosque:
"He alone can keep the Mosques of Allah in a good and flourishing condition who believes in Allah, and the Last Day, and observes Prayer, and pays the Zakat, and fears none but Allah; so these it is who may be among those who reach the goal." (At-Tauba verse 18).

The Holy Prophet Muhammad Mustapha (sallalaho alaiye wa sallam) said:
"Whoever says, 'None has the right to be worshipped but Allah', faces our Qibla during the prayers, prays like us and eats our slaughtered animal, then he is a Muslim, and has got the same rights and obligations as other Muslims have."
