I've never really had any serious issues in any of the payment options I've used. When I started water service in Lorain almost 2 and a half years ago I had some issues getting papers signed by the landlord to put the water in my name and I had a very nice and helpful woman I dealt with in person. I've paid in person and on their app. For a brief period online payment wasn't available so I paid in person. Never had any rude or negative people help me. The bad reviews honestly shock me. The only real issue I've had is trying to pay my bill just before the 1st of the month and there not being a new balance on my bill yet lol
