Can A 15 Year old get a Tattoo With parents consent/ or with parent there?

I sent a couple reference images to meme and told her what I wanted, when i came in to get the piece done she blew my expectations out of the water. Couldn't be more happy with this piece. Will be going to meme to finish off the rest of my sleeve in the future.

My daughter went to Meme for her first tattoo when she turned 18 earlier this year. From the moment we walked in we felt welcomed. Meme listened to my daughters ideas, gave positive feedback and was totally cool. Tattoo came out awesome. My daughter has been back for several more.
